Shenandoah City Council Meeting July 8, 2020 Update

Attendance: Present:  Mayor Pro Tem Charlie Bradt,  Mike McLeod,  Dean Gristy, Ted Fletcher and   Ron Raymaker   Absent: Mayor Ritch Wheeler

Mayor Pro Tem Bradt presided in the absence of Mayor Wheeler.

ITEM 7: Introduction of New Employees - Public Works Director Joseph Peart introduced new employees to his staff.  Rual Porras joins the team as the new Project Manager and Dawson McGuire joins as the new Field Service Representative.       No Council action required.

ITEM 8:  Siddons Martin Letter of Intent -  The police department is budgeting for 2 new Tahoes in the 2020-21 budget. The 2021 Tahoes are being redesigned and the police model will not be released for almost a year later after the consumer model is released.    Siddons Martin has two 2020 models in stock that they will hold for SHPD until the new budget begins in October if the city signs a letter of intent. The item would be contingent on Council’s approval of the 2020-21 budget.  Council voted 5-0 to approve the letter of intent with the budget approval contingency. 

ITEM 9: 2020-21 Budget DiscussionCouncil takes its first formal look at the complete proposed 2020-21 budget with discussion and questions of staff.  Individual budgets discussed included: Administration, Finance, Community Outreach, Non-Department, Fire Services, Public Works, Pool, Parks, Water/Sewer, Utility Billing, Trash/Recycling and Non-Major Funds (Park Beautification, Equipment Replacement, Metropark PID).  Council had the opportunity to ask staff questions regarding the proposed budget in these areas before they tackle the whole budget at their July 31 budget workshop. Several areas of clarification or additional needs of information were directed to staff for inclusion before the workshop.  Discussion only.

City Administrator Comments

  • Killen’s Barbecue has recently applied for a special use permit (SUP) for alcohol as they ready their new location, the old Culver’s building, for an opening sometime this summer.
  • The city will begin spreading the dirt at the Holly Hill property.  This dirt is from the recent Vision Park drainage work.
  • The water tower is being painted and will soon sport the city’s logo.
