ITEM 7: Holiday Schedule 2021 -Each year staff submits a list of the city-recognized holidays for approval. Council voted 4-0 to approve the 2021 holiday schedule.
ITEMS 8-10: Special Use Permit for a Garage Apartment - Final report, public hearing and action on a zoning amendment for a SUP for a garage apartment at 411 Twisted Oak Court. The Planning and Zoning Commission unanimously approved the application. The public hearing opened at 7:14 pm and closed at 7:15 pm with no comments. Council voted 3-0-1 to approve the special use permit. Raymaker abstained.
ITEM 11: Appointment to Shenandoah Municipal Development District(MDD) Board of Directors- Terms for Directors Byron Bevers and Mike Sorich are up for renewal. Both Directors have stated they would serve another term. Council voted 4-0 to approve the reappointment of Directors Bevers and Sorich to another term on the MDD.
ITEM 12: Resolution Establishing Minimum Standards for Hotels - At an earlier meeting, Council asked staff to look into an ordinance that would regulate hotels to maintain a minimum level of service. The City Attorney has drafted an Ordinance for Council’s consideration that would require the following: interior room access, a covered entry, and no exterior balconies within two hundred feet of any residentially zoned property unless they are located in an interior courtyard. Council voted 4-0 to approve the Ordinance.
ITEM 13: Water Projects with Possible MDD Funding- Byron Bevers, President of the MDD Board, asked that Council consider whether they anticipate requesting funding from MDD for future water projects. Council recently adopted a water/sewer rate increase with the goal of allowing the water/sewer fund to be self-sustaining in order to fund capital projects and also to build reserves over a five year period, without being fully dependent on MDD. Council voted 4-0 to table for a future agenda.
ITEM 14: Approval of Minutes- Council approved the minutes of the September 23 meeting by a 4-0 vote.
City Administrator Updates
- Volunteers interested in helping with setup and breakdown for the Lighting of the Angels are needed.
- Monday, Nov, 30, beginning at 8:30 am, volunteers can help with the setup, assembling items, decorating, arranging.
- Tuesday, Dec. 1, will have volunteer opportunities to package cookies for the event. Mid-morning; hour to be determined.
- Lighting of the Angels Event, Dec. 1 (6-8 pm), volunteers are needed to help replenish cookies, drinks, popcorn, clean tables.
- Wednesday, Dec. 2 at 9 am, volunteers are needed to help breakdown the site, unassembling, packing, cleaning.
